CCCCSpecialEngineeringCo.,Ltd.2025JamaicaSPARKRoadUpgradingProject,theconstructionequipmentusedintheprojecthasmetthebiddingconditions,theprojectduetothetightconstructionperiod,thescarcityoflocalequipmentleasingresources,inaccordancewithnationallawsandregulationsandCCCCSpecialEngineeringCo.,Ltd.(hereinafterreferredtoasCCCCSpecial)equipmentleasingprocurementmanagementregulations,decidedtoinquireforleasing.
2.Projectoverviewandbiddingcontent
2.1ProjectOverview
THEJAMAICASAPRKROADUPGRADINGPROJECTISDIVIDEDINTOFOURLOTS,PACKAGE3MAINLYINCLUDESFOURPARISHES,NAMELYMANCHESTER,ST.ELIZABETH,WESTMORELANDANDHANOVER.TheconstructioncontentismainlytherepairandreconstructionofNWAtrunkroadsandPCmunicipalroads,andtheconstructionperiodis24months
2.2Biddingcontent
Fordetailsoftheleasedequipment,pleaserefertoSchedule1ofthetenderannouncement.
3Inquiriesrespondtothesupplier'squalificationrequirements
3.1BasicConditions
(1)Enterprisesarerequiredtohavestrongstrengthandreliableandgoodcreditstatus.
(2)Havetheabilitytobearcivilliabilityindependently.
(3)Haveagoodbusinessreputationandasoundfinancialaccountingsystem.
(4)Havethenecessaryequipmentandprofessionalandtechnicalabilitytoperformthecontract.
(5)Haveagoodrecordofpayingtaxesandsocialsecurityfundsinaccordancewiththelaw.
(6)Therearenolegaldisputesandbadrecordsinthefirstthreeyearsofparticipatinginthisbatchofprocurementinquiryresponses,andtherearenomajorillegalrecordsinbusinessactivities.
(7)Otherconditionsstipulatedbylawsandadministrativeregulations.
(8)Inquiryresponsesuppliersmusthaveaperfectafter-salesserviceorganizationandafter-salesservicesystem.
3.2SpecificConditions
(1)Thesuppliershallensurethatthegoodsprovidedareproductsproducedbylawfullyestablishedmanufacturersandmeetrelevantnationalindustrystandards;Allthecontentsofthesubmittedinquirydocumentsaretrue,legalandvalid,andtheequipmentprovidedbytheinquiryresponsesuppliershallmeetthetechnicalrequirementsoftheinquiryandtheinquiryresponsedocuments,andthereshallbenorightsdefects,otherwise,itshallbearallthelossesandrelatedresponsibilitiescausedtotheleasingunit.
(2)Consortiumquotationsarenotaccepted.
4.Submissionandopeningofbiddingdocuments
4.1OnMarch12,2025,thelesseewillissueaninquiryandprocurementannouncementthroughthesupplychaininformationmanagementinformationplatformofCCCG.Unitsinterestedinparticipatinginthequotationarerequestedtoparticipateintheresponsewithintheabovedate(website:（略）).
4.2Donotmailinquirydocuments.
5.SubmissionofRFQresponsedocuments
5.1Thetimeforsubmissionofelectronicinquiryresponsedocumentsis:before15:00onMarch20,2025.Therespondenttotheinquiryshalluploaditthroughthesupplierpage(website:（略）)oftheChinaCommunicationsConstructionProcurementManagementInformationPlatform,andthesubmissiontimeisthetimewhentheuploadissuccessful.

1,、Thebiddershallprocessandproduceinstrictaccordancewiththetechnicalrequirementsprovidedbythetendererandthenormsandstandardsissuedbythestate.

1.Compositionofunitpriceexcludingtax:TheunitpriceexcludingtaxisthepriceexcludingVAT,andtheunitpriceincludesmaterialleasingfees(includingnecessaryaccessoriesandaccessories),outboundfees,productmaintenancefees,servicefees,managementfees,profits,interest,acceptancediscounts,non-VATtaxes,millingfeesandallexpressandimpliedexpenses.
2.Taxrate:referstothedeductibletaxrateofthespecialVATinvoiceissuedbythebidderwithlegaleffect,andthetaxrateremainsunchangedduringtheimplementationofthiscontract.
3.Unitpriceformationmechanism:fixedunitprice,thebidderpromisesthattheunitprice,freight,managementfee,taxandprofitwillnotchangeduetochangesinmarketfactorsduringthecontractperformanceperiod,andwillnotaffectthequalityofmaterialsupply.

3,、Measurement,paymentandsettlementmethods
1.Basedontheactualworkingtime,thepriceincludingtaxshallbesenttotheplaceofdeliverybythebidder.
2.Documentacceptance:Thebiddermustprovidethemechanicalworkinghourcardsignedbytheconstructionsite.
3.Paymentmethodofleasepayment:cash.
5.Payment:Theofferorshallpay100%oftherentofthissettlementcycletoPartyBwithin90daysfromthedatewhenthetenderercompletesthesettlementprocedures.
6.Whenthetendererpaystheleasepaymenttothebidder,thebiddershallprovidethetendererwiththeofficialinvoiceissuedbythetaxauthority,orthetenderershallwithholdandpaythetaxfortaxinvoices,andthewithholdingpartshallbedeductedfromtheleasepayment.
7.Thewithholdingandpaymentofthequalitydepositdoesnotexemptthebidderfromtheresponsibilityforensuringthequalityofthedeliveredgoods.
8.Settlementcycle:Eachnaturalmonthistheleasesettlementcycle.
Settlementbasis:thebidderprovidesthemechanicalworkinghourcardsignedbytheconstructionsite.
9.Thebiddershallissueanddeliverthefullamountofcompliance(VATspecialinvoice)tothetendererwithin7workingdaysafterthesettlementaccordingtothecurrentsettlementstatement;Afterthetendererfurtherreviewsorcertifiestheinvoice,itwillpaythebidderaccordingtothecontract.
4、Bidderqualificationconditions
1.Thebiddermustbeaunitthatholdsthecorrespondingproductionqualificationcertificateandhasundertakensimilarprojects.
2.Thebiddershallhavetheexperience,technicalstrengthandabilitytoundertakesimilarprojects.
3.Thebiddershouldparticipateinthequotationalone.
5、Signingofquotationdocuments
Thequotationdocumentshallbeprintedinwritingandsignedbythelegalrepresentativeofthebidderoritsauthorizedperson,andanypageofthequotationdocumentshallnotbealtered,interpolatedordeleted.
Specialnote:Thesignatureshouldbeclearandlegible,otherwisetheofferwillbeinvalid.

2.Ifyourunitacceptsourquotation,wewillguaranteethatthesupplyofmaterialswillstartwithinthetimespecifiedbyyouaftersigningthecontract,andcompletethesupplyofmachineryandmaterialswithinthetimelimitspecifiedinthecontract.
3.Weagreetostrictlyabidebythecommitmentsofthisquotationduringthe3-dayvalidityperiodofthequotationdocument.Untiltheexpirationofthisperiod,thisoffershallalwaysbebindingonusandthewinningbidshallbeacceptedatanytime.
4.Beforethecontractagreementisformallysignedandtakeseffect,thisquotationtogetherwiththenoticeofwinningthebidofyourunitwillconstituteadocumenttobecompliedwithbetweenusandbothparties,andshallbebindingonbothparties.
